Ragging: Definition and Legal Provisions

As per Section 2(d) of the Act, ragging refers to any act—spoken, written, or physical—that causes mental or physical harm, humiliation, intimidation, or violation of human dignity of a student. This includes coercion, threats, wrongful restraint, confinement, or use of criminal force that exposes a student to ridicule, fear, or injury.

Prohibition of Ragging

Under Section 3, ragging is strictly prohibited within or outside educational institutions.

Punishment for Ragging

According to Section 5, any individual who directly or indirectly commits, abets, or propagates ragging shall be punished with:

  • Imprisonment up to two years, or

  • A fine up to ₹10,000, or

  • Both imprisonment and fine

As per Section 6, a student convicted under this Act shall be debarred from admission to any educational institution for up to five years.

  • Fine up to ₹25,000
